HARARE City Council (HCC) is running its day-to-day operations without an electronic management system and its properties are maintained manually.
This comes as the local authority is struggling to offer efficient service delivery to its ratepayers and over 2 000 properties are not properly registered resulting in corrupt practices.
Giving oral evidence before the retired Justice Maphios Cheda-led commission of inquiry on Monday, the HCC’s acting valuation and estates manager, Peter Dube, said the council was engaging stakeholders to install automated systems.
