THE Harare City Council (HCC) is reportedly losing millions of dollars in foreign currency as its billing system has been non-functional for the past five years.
This emerged yesterday when HCC finance committee chairperson Costa Mande was giving oral evidence before the five-member commission chaired by retired Justice Maphios Cheda to look into the operations of the city.
The commission was appointed early this year by President Emmerson Mnangagwa.
